You count on bleach solutions to disinfect – whether mixing in-house, using pre-diluted sprays or towelettes. But WHAT IF the solution is below the 1:10 CDC* recommended strength? Since bleach decomposes quickly, this can easily happen if:

Concentrated gallon of bleach that you start with is old / ineffective
Busy staff forgets to mix bleach and thus the solution on-hand is ineffective
